The City of Cape Girardeau has been approved for a grant of $648,000.00 for acquisition, rehabilitation and resale of foreclosed homes to income-qualified persons. The City of Cape Girardeau and 4-Sight Counseling, Inc. have partnered to provide home ownership opportunities for families and individuals in Cape Girardeau, Missouri. This is a part of the federally funded program known as the Neighborhood Stabilization Program (NSP). The purpose of the neighborhood stabilization program is to take previously foreclosed homes and get families and individuals into them. This allows an opportunity for people who may not otherwise qualify to own a home and will also take a foreclosed home and get it occupied and owned to help improve the community and the neighborhood. 4-Sight Counseling, Inc. is the only comprehensive HUD approved housing counseling agency south of St. Louis and provides a myriad of services for homeownership, improving credit scores, developing and implementing spending plans to help clients be successful in their home ownership venture.
People interested in being considered for this home ownership program must be willing to participate in financial counseling, home buyer education classes and work with the counselors to improve credit. The Home Buyer Education class is an 8 hour class offered on various Saturdays in the month. The class goes over all of the aspects of homeownership. Through this grant we are able to identify homes, rehabilitate them and get them back to being owned. This program also assists with closing costs and down payment. Individuals for the program can be from anywhere, but the specific homes have been identified by HUD in a target area of Cape.

The area is bounded by Park Drive and Washington Avenue on the south, Sprigg Street on the west, Bertling Street and East Cape Rock Drive on the north and the Mississippi River on the east. The new boundaries stretch as far as Highway 177, the Shawnee Parkway and Kingshighway.
