Neighborhood Stabilization Program
The Neighborhood Stabilization Program, a cooperative effort to rehabilitate foreclosed homes and transition low-income residents from
renters to homeowners, has been expanded to include both the Franklin and Blanchard elementary school districts. Initially bounded by
Sprigg Street, the river, Bertling Street and Park Street, the new boundaries stretch as far as Highway 177, the Shawnee Parkway and
Kingshighway.

In January, the City of Cape Girardeau was approved for a $648,000 grant for the acquisition, rehabilitation and resale of foreclosed homes
to low income individuals and families. Nine houses were purchased and are expected to be available to program participants in the coming
month. Revenue from the home sales will be used to buy more homes for this program.

Applicants must meet income guidelines and participate in financial counseling, homebuyer education classes and work with the counselors
on any credit or budgeting issues. There are no restrictions on the current address of the applicant.
